Subsequent Environmental Impact Report(SEIR) – Waterside Element of the Harbor Revitalization

The County of Orange (OC Dana Point Harbor Department) in 2007 issued a NOP and told the community that they would have the Subsequent Environmental Impact Report finished by the end of 2008. However, for the last three years the waterside plan was only developed enough to allow the Harbor Department to obtain approval from the California Coastal Commission for the Land Use Plan and Implementation Plan that provides for new and expanded Stores and Restaurants and fewer recreational boating resources than we have now.

In the Fall of 2011 the County of Orange restarted the SEIR and has provided a total of 26 files that must be individually downloaded. For anyone that is interested in reading, analyzing and commenting on the Subsequent Environmental Impact Report you will be challenged to move between the 26 files. You can find the official document by clicking here and you will be directed to the County's official web site. To make it slightly more manageable we have integrated the documents into one or two files and make them available for down load below (if your link is slow please be patient):

Subsequent Environmental Impact Report (less Appendixes 11 MB)

Subsequent Environmental Impact Report (Appendixes 53 MB)

As always, Boaters for Dana Point Harbor are encouraging all boaters to read the document, discuss the issues with your fellow boaters, and submit your input to the County by the November 21st at 5:00 PM deadline. It will be difficult as 60 days is inadequate for a proper public review of a document of this size.

We are also providing the following documents as useful resources for your analysis and consideration:

Our 11/19/2011 Boaters Blog contains lots of information to help you with your own input. You can read it here.

Additional context can be found by reading our Letter to the Editor. It was published in the Dana Point News.

This document was shown at the March 31, 2010 Boaters Focus Group. It was not noticed in advance. Boaters present didn't approve or disapprove of any of the ideas. Concern was raised on the lack of build out in the anchor and Harbor Director Brad Gross informed the group that they couldn't build more slips in that area because there isn't adequate parking.

Here is the Initial Study Document that was provided on 11/28/2007.First notice on 9/20/11 and updated notice on 10/26/11.

Comments should be sent to the OC Dana Point Harbor office, 24650 Dana Point Harbor Drive, Dana Point, by Nov. 21 at 5 p.m. To aid us in our work representing recreational boaters please also send a copy of your input to Boaters for Dana Point Harbor, PO BOX 3137, Dana Point , CA 92629 or email it to: leaders@boaters4dph.org.
